The purpose of this project is to reconstruct and modernize Illinois Route 115 between US 45/52 (Water Street) and Jeffery Street in Kankakee. Improvements will address pavement deterioration, upgrade sidewalks and curbs, enhance safety for all roadway users, and improve drainage and lighting to create a smoother and more reliable travel experience for drivers, pedestrians, cyclists, and mobility device users.
Planned improvements include:
Full pavement reconstruction along the corridor
New sidewalks and shared-use paths for pedestrians and cyclists
Upgraded drainage systems, curbs, and gutters
New street lighting
Adjustments to roadway channelization and pavement markings to enhance safety and reduce crashes
Phase II Design will take place upon completion of Phase I, with construction anticipated to begin in Spring 2028. Additional details will be shared as design progresses.
Some properties will require temporary easements to allow for grading, driveway work, drainage improvements, and other construction activities. Right-of-way will also be required on a few properties. Property owners affected by easements or right-of-way will be contacted directly by the project team during the design phase. IDOT will work closely with businesses and residents to minimize disruptions during construction.
The route will be closed to through traffic during construction, but local access will remain. A marked detour route will be posted for through traffic. The sidewalk will remain open on at least one side at all times. Access to residents and businesses will be through side streets and alleys.
